Founded in 2003, GeoPat Consulting is a New Jersey based management consulting company seeking to establish integrity based alliances with public and private sector clients in the Transportation, Tolling, and Public-Private Partnership arenas.

GeoPat has serviced both U.S. based and internationally based companies and government units. Its current representation roster includes:

  • Business Process Services Company, one of the world’s largest, which operates in both the private and public arenas.
  • Infrastructure Solutions Firm who has been serving public and private owners and contractors for more than a century.
  • Food & Beverage Travelers Services Company which operates travel plaza stops on major North American roadways.

George P. ZilocchiManaging Partner

Has many years of senior level experience in Transportation and Tolling, having served as Executive Director of the Garden State Parkway (now under the New Jersey Turnpike Authority). During his tenure, the agency achieved and maintained the highest Standard & Poor’s bond rating of any U.S. toll road. He had a leadership role in the public private partnership of the PNCBank Arts Center and in the 2003 consolidation of the NJ Turnpike and Parkway.

Mr. Zilocchi also oversaw the implementation of E-ZPass on the Parkway and was a founding member of the E-ZPass Group, an association of 38 toll agencies in 16 states that operate the E-ZPass Electronic Toll Collection Program.

Retired from the Authority, he remains active in the International Bridge, Tunnel and Turnpike Association (IBTTA). Having served as its President in 1991, Mr. Zilocchi was named an Honorary Member in 2004 and remains active as Chairman of the Standing Finance Committee of the Board and as a Member of the Past Presidents Advisory Council. He is a CPA (retired) and has held many elected and appointed positions including Mayor of the Borough of Little Ferry NJ. He presently serves as a Commissioner of the Bergen County (NJ) Utilities Authority (BCUA).

Patricia M. HoranPrincipal

Has had many years experience in public sector administration, management and financial control and in successful project management outcomes. Retired from the Garden State Parkway (now under the NJ Turnpike Authority) she held several positions in the financial sector of the Authority, including Assistant Chief Accountant, prior to becoming Director of its PNCBank Arts Center and Assistant Director of its non-profit Arts Center Foundation.

Ms. Horan was a principal member of the internal Authority management team which initiated, negotiated and successfully completed the 1996 privatization of the Arts Center. The resulting lease becoming a standard for public-private partnerships of its type. During her tenure with the Authority, she was also responsible for representing its interests as signatory to the tri-party agreement governing operation of the NJ Vietnam Veterans Memorial located on the Arts Center grounds.
